The municipality aims to improve its property tax administration through a project using technological advancements, data collection improvements, and policy enhancements.
How we work for this assignment
- We made use of ortho-rectified high-resolution satellite imagery, and created a detailed base map that covers the city’s infrastructure, tax rate zones, administrative boundaries, property coverage, and spatial distribution of slums.
- Developed an Android mobile app for property surveys, that can smoothly integrate with the geospatial database for real-time data collection and validation.
- A revenue survey to cover all slum and non-slum properties.
- Creation of a computerized property database for centralized information for property.
- Comparison and integration of Multiple Property Holding System (MPHS) survey data with Urban Local Body (ULB). Management Information System (MIS) and E-nagarpalika data simplified and improved data management and improved decision-making capabilities.
- Implementation of a Web GIS environment enabled the generation of concise one-page demand tax reports.
- Development of an open-source OGC-compliant Web GIS platform facilitated property data visualization, analysis, and validation, empowering stakeholders with actionable insights
- A detailed analysis of existing property taxation rules, policies, procedures, and financial health
- Conducted door-to-door surveys to identify unassessed and under-assessed properties, augmenting tax coverage and revenue potential.

- Updating property tax demands to align with updated property assessments, ensuring accuracy and fairness in tax collection.
